Abstract
Discusses the positions taken and the policies adopted by the Brazilian government in relation to the type and the ‘quality’ of immigrants who would be accepted to enter the country, as well as the likely changes that they have undergone over time. Used as a source the Brazilian legislation on immigration and colonization, enacted between 1822 and 1889, assuming that the analysis of legislation allows, among other things, identify the different interests of social groups in the different stages through which it passed the migration process and colonization in Brazil.
