Abstract

This paper explores the evolution of animal welfare and animal law in Japan, highlighting the influence of religious, cultural, and international factors. It begins by examining the historical relationship between Japanese society and animals through the lenses of Shintoism and Buddhism, which emphasize harmony and interconnectedness between humans and nature. The paper then analyzes the legislative development of animal welfare laws, from their inception in the 1970s to the most recent reforms in 2019 and beyond, which reflect growing societal awareness and international pressure. Issues such as animal experimentation, commercial breeding, and symbolic practices like whale hunting are discussed. The study concludes by evaluating the current legal framework, noting improvements and pointing out the need for further reform to align Japanese standards more closely with global norms.
