Abstract
Albeit public procurement is considered a sector at higher corruption risk, regulators have not always succeeded in developing rules to prevent corrupt transactions. Rather, the cost of anti‑corruption procedural burdens on firms and administrations when negotiating, does not seem to be justified in terms of corruption prevention. The paper adopts a regulatory anti‑corruption perspective and suggests to combat corruption in public procurements by strengthening the effectiveness of administrative functions looking not only at the life‑cycle of the contract but also at the success of the administrative function to which the contract is related.
