Interlinguistic Relations and Linguistic Rights in Ukraine and Italy: A First Comparison

abstract

This article intends to highlight some aspects on interlinguistic relations and linguistic rights in Ukraine and Italy within the contemporary European recommendations. Since this is a first attempt (2013‑14) to handle the issue of linguistic rights in general, and those of Ukraine in particular, the current theoretical framework relies on already established international criteria for determining linguistic rights (e.g. European Charter for Regional or Minority Languages 1992; Ukrainian Constitution 1992 etc.). From this perspective, I compare the Ukrainian language situation and its approach to minority languages with the Italian language situation and practices. Special attention is paid to the case of the Italian region of Trentino-Alto Adige / Süd Tirol in comparison with the contested linguistic rights of the Ukrainian population in the Donbass area and Crimea
