Richard Annesley Billing (1814-1882), barrister, legal scholar, and judge. Billing was called to the Irish Bar in 1839 and practiced in Dublin until 1856, when he emigrated to Australia due to ill health. That same year, he was admitted to the Victorian Bar and appointed as a law lecturer at the University of Melbourne. In 1878, he was appointed special counsel for the colony of Victoria. In April 1882, he became a County Court judge, serving on the western circuit of Victoria.
