Abstract

While earthquakes, floods or fires are often treated as disastrous events, the chapter proposes to consider them part of larger territorial crises to be investigated. How are welfare and private insurance rearticulating through such crises? The chapter elaborates on a multidisciplinary literature from different contexts including the US, where insurance companies are changing strategies, public bodies introduce new crisis management mechanisms, and new inequalities emerge. The chapter then focuses on the Italian case, where the ‘nationalisation’ of climate risks is still dominant, questioning its endurance in the context of growing crises.
