Abstract
Wireless telegraphy came into being at the end of the nineteenth century and, in many aspects, was immediately perceived as a means of international communication. From a political point of view, telegraphic waves could not be confined to national borders meaning international regulations were drawn up relatively quickly, so much so that international legislation often preceded national laws.
